Job Description

John Holland manages the prestigious Country Regional Network (CRN) which makes us the first accredited private rail transport operator of a government owned heavy rail network in NSW, and one of only three accredited managers of public rail infrastructure in the State. The scope involves the operation, management and upgrade of country railway lines across NSW including 2,700km of operational freight and passenger lines, and 3,100km of non-operational lines.

You’ll be responsible for facilitating, developing and reporting on the progress and status of all interface agreements. This includes assisting to develop and implement an interface plan which includes stakeholder management and adherence with all relevant Rail Safety Legislation and Transport for NSW Protocols and Policies. Provide support to the Third Party Works Team assisting in Level Crossing licences and by projecting a strong and positive image of the CRN to the community and key stakeholders.

Responsibilities of the role include;

  • Develop and implement the Interface Agreement Plan, review all Interface Agreement Templates and Framework documents to ensure currency
  • Develop, administer and implement all interface agreements and associated risk assessment documentation for external stakeholders including maintaining the interface agreement Master Register.
  • Review and monitor compliance of interface agreements with Rail SMS, Rail Safety Legislation and prepare and maintain detailed reports and current data concerning all aspects of interface agreements.
  • Input communications and stakeholder activities into CRM database to ensure accurate records are maintained.
  • Undertake face to face consultation with private road managers and community members
  • Contribute to the identification of hazards and development of site-specific interface risk assessments.
  • Identify stakeholder and community issues and recommend strategies to respond, prevent complaints and minimise impacts.
  • Manage responses to all interface related communication matters.
  • Prepare regular briefing notes, formal correspondence, Licences, risk assessments, interface agreements as required.
  • Build and maintain professional relationships with key external stakeholders including ONRSR, Rail Infrastructure Managers, Councils, Roads and Maritime Services and Private Road Managers through ongoing engagement, collaboration and consultation.

To be successful in this key role, you must have;

  • Degree in Communications or similar (preferred)
  • Demonstrated experience within community relations and a high level of stakeholder relations
  • Experience within the commercial/legal industry
  • Knowledge of Safety Management Systems and Rail Safety National Law and Regulations
  • High level of verbal and written communications skills
  • Experience in drafting formal briefing notes and formal correspondence to government agencies
