About the Project

Spanning more than 1,700km, the Australian Government is delivering Inland Rail through the Australian Rail Track Corporation (ARTC), in partnership with the private sector.


The Narrabri to North Star (N2NS) section is one of 13 projects that complete Inland Rail and is an upgrade of approximately 188 km of track within the existing rail corridor and construction of approximately 1.6 km of new rail track. The works are required to accommodate the operation of future planned 1,800 m double-stacked freight trains.


The contract for the delivery of Narrabri to North Star (N2NS) was awarded to Trans4m Rail in October 2020.  Trans4m Rail combines the experience of John Holland and SEE Civil. 

About the Role

Trans4M Rail has commenced mobilisation and currently has an opportunity for a Procurement Officer, based in the Helensvale Site office, to join the team and be a part of this iconic Inland Rail Project. Reporting to the Commercial Manager, you will be responsible for the provision of procurement services to the project, including the negotiation of supply agreements and monitoring/ reviewing of procurement performance. 

Key Responsibilities
  • Implement, establish, and ensure the adherence to procurement processes
  • Participate in scope of works planning, ensuring that scope gaps are minimised, cost efficiencies are maximised, and subcontractor capabilities are considered
  • Engagement of Social Enterprises and Aboriginal and Torres Strait Islander Businesses within the supply chain to assist with Project and strategic targets
  • Responsible for achievement of objectives in project Social Delivery Plan and Australian Industry Participation Plan and regular reporting against those objectives both internally and to client
  • Conduct reviews of the procurement activities to ensure targets are being met
  • Ensure Procurement Schedules are developed to reflect programme delivery requirements
  • Review scope of works for procurement and unbundle where possible to maximise supplier opportunity and diversity
  • Develop procurement strategies to ensure head contract targets are achieved, whilst delivering value for money to the project.
  • Work with suppliers / subcontractors local to the project to maximise local procurement and upskill local entitles to meet project requirements for tendering
  • Accountability for the provision of ongoing procurement and pricing support to the project.
  • Seek and negotiate favourable supply agreements with new and alternative vendors – in line with Project requirements for local industry and local participation
  • Provide procurement advice to relevant managers and staff
About You
  • Formal qualifications in purchasing and/or trade expertise i.e. bachelor’s degree in commerce, business or similar
  • At least 5 years’ experience working in a Procurement role.
  • Familiarity and experience with Sustainable Procurement (ISCA Technical Manual Vol 1.2)
  • Knowledge of and experience with ICN Gateway
  • Construction experience essential with a minimum of 5 years construction experience required
