About the project

John Holland is GoldlinQ's nominated design and construction contractor for GCLR3, to extend the existing light rail network by 6.7kms from Broadbeach to Burleigh Heads, including eight new light rail stations, two new light rail-bus connections, and intersection upgrades along the alignment.

About the role

Assist the procurement team in preparations and negotiate with sub-contractors for the calling of quotations and letting of contracts, and administer the packages assigned as the Commercial Lead to assist in the project’s control of contract costs.

Responsibilities of the role include

  • Provide assistance with drafting scopes of works and tender packages to accompany requests for quotations issued to subcontractors.
  • Provide assistance with the review process to ensure the award of all packages detailed within the project TLPS.
  • Operate and maintain commercial and contract systems including Project Cost Reporting (PCR) and Project Pack Web (PPW) for the packages assigned as the Commercial Lead and ensure the Payment Claim Register is updated reflective of the correct payment terms for these packages, ensuring the Payment Schedule Due Date and Due Date for Payment is correct (SOPA).
  • Minimise all subcontractor variation claims and elimination of claims, where possible.
  • When required, provide assistance with cost forecasting for allocated subcontracts and keep project management teams abreast of any cost issues immediately upon identification.
  • Perform all duties in accordance with GCLR Sustainability and wellbeing policies, processes, systems and procedures including our Corporate Sustainability Framework
  • Interpret specifications and drawings so as to understand scope of works for the project at Head Contract and Subcontract scope level.
  • Assist with Head Contract administration where required, from a Head Contract Claim compilation perspective, by providing the relevant backup / substantiation / records.
  • Ensure compliance with Building Code, at all times and report any potential non-compliances.
  • Assess commercial and contractual risks involved in delivery and implementation of projects and identify and implement controls
  • Prepare reporting on commercial performance periodically and on an ad hoc basis as required.
  • Administer the assigned packages through subcontract management, claims/variations processing, completion and close out.
  • Perform all duties in accordance with John Holland policies, processes, systems and procedures, as modified for the GCLR3 project
  • Undertake all tasks within the role safely, in accordance with the key elements of the JH Management System governing GMRs, HSES Policies, HSES Management Manuals, SQE Risk Management System and Our HSE Behaviours

To be successful in this role, you will have

  • Degree in Construction Management, Engineering, Economics, Quantity Surveying, Law, Commerce or equivalent
  • Post graduate qualifications e.g. graduate certificate, graduate diploma in Commerce, Accounting, Business, Construction, Property, Quantity Surveying, Law or other associated disciplines
  • Relevant commercial administration experience in Accounting, Finance, Engineering, or associated disciplines
  • Intermediate to advanced proficiency in relevant software packages such as Microsoft Suite (including Excel) and exposure to a contract management system (CRM)
  • 2-5 years’ experience working as a Contracts Administrator or Quantity Surveyor in the construction and engineering industry
  • Experience with a variety of project values and complexity
  • Understanding of document control experience in accordance with records management procedures
  • Interpret and apply relevant legislation/code on the project to prevent potential business exposure
  • Experience in negotiating with sub-contractors
