About the Project
John Holland, Stantec and KBR are partnering with Sydney Water in an Alliance to deliver the North-West Treatment Hub – a brownfield treatment program that will commence with a $500 million upgrade of Rouse Hill and Riverstone wastewater treatment facilities. The project will achieve circular economy outcomes, increasing recycled water production, improving the quality of wastewater byproducts for reuse, and leveraging innovative treatment technologies that reduce carbon footprint. Upgrades will support the treatment of a further 45 megalitres of wastewater each day, to cater for growing northwest communities. The Project will deliver a new state-of-the-art biosolids facility at Riverstone, with new technology to improve the quality of wastewater byproducts.
We're currently looking for a Commercial Manager to join our Rouse Hill site team.
Key Responsibilities:
- Ensure project managers, contract administrators and all relevant project staff understand and comply with commercial requirements in contracts with customers and major/high risk subcontracts as per policies, procedures and guidelines.
- Attend contract acceptance and contract review meetings as necessary to ensure commercial and contract administration issues comply with contract requirements, policies, and procedures.
- Negotiate contract terms and conditions with customers/subcontractors as authorised by senior management in liaison with project management, as per policies, procedures, and guidelines. Ensure legal review/ approval is completed on all Subcontract departures.
- Interpret the tender and apply the commercial and contractual agreement both at Head Contract and Subcontract level as per Security of Payments Act.
- Ensure the establishment and maintenance of all commercial registers.
- Interpret and apply relevant legislation/code on the project to prevent potential business exposure.
- Lead the identification and quantification of Head Contract Scope changes/ compensation events and assist in subsequent negotiations with the Client.
- Manage commercial issues, minor and major contract disputes when delegated by senior management, including the Alliance Manager. All major issues to be elevated to the Alliance Commercial Manager.
- Assist contract administrators and project managers as needed in commercial matters e.g. claims, contractual issues, disputes, preparing subcontract terms and conditions, and setting up administration procedures on and off site with accounting.
- Undertake post-contract completion reviews, analyse results, undertake corrective actions
- Provide leadership and management of staff and ensure alignment between team capability and the project goals.
- Ensure the team members have a clear understanding of their role purpose and accountabilities, supported by a current position description aligned with the project’s objectives.
To be successful:
- Bachelor’s Degree or equivalent in Law, Commerce, Accounting, Quantity Surveying, Business or other associated disciplines.
- 7 years’ experience in commercial and contract administration gained on construction, engineering or associated projects.
- 2-5 Years’ experience in commercial management role
- Post graduate qualifications e.g. graduate certificate, graduate diploma in Commerce, Accounting, Quantity Surveying, Business, Construction, Property, Law or other associated disciplines is desirable
- Advanced skills in procedures for project contract administration, general business administration and project management.
- Reporting and compliance with respect to commercial performance and legislation/ code to prevent potential business exposure.
- Understand scope of works for the project and regions and business units and each subcontracted section of works including the ability to interpret drawings and specifications.
- Skill in quantitative and qualitative risk assessment and development of risk controls and actions involved in delivery and implementation of projects.
