About the Project
The Linewide Alliance, comprising John Holland, Alstom, RATP Dev, KBR and WSP, are excited to be delivering the transformative Suburban Rail Loop (SRL) East Linewide package.
When SRL opens, the new rail services for passengers will also be delivered by, a venture between RATP Dev and John Holland to operate and maintain the franchise for 15 years from 2035, to be known as TransitLinx.
The Alliance will deliver a world-class, service-proven driverless metro system that sets new benchmarks for comfort, safety, and reliability for Melbourne.
SRL is a transport and urban planning project that will deliver world-class public transport, reduce travel times, and support the delivery of more homes and housing.
About the Role
The Heavy Vehicle Compliance Officer is responsible for monitoring, assessing, and enforcing compliance with the Heavy Vehicle National Law (HVNL) and associated regulations across Victoria. The role ensures that heavy vehicle operators, drivers, and transport businesses adhere to safety, fatigue, mass, loading, and vehicle standards and supports broader Chain of Responsibility (CoR) obligations to maintain a safe and consistent transport network.
The position involves on‑road and off‑road compliance activities, stakeholder engagement, education, and investigative work to detect and respond to breaches, helping improve safety outcomes for the heavy vehicle sector in Victoria.
What you will do;
Conduct inspections of heavy vehicles to verify compliance with mass, dimension, and loading requirements.
Check compliance with fatigue management rules, work diaries, rest requirements, and driver licensing standards.
Identify and issue defect notices for vehicle standards breaches using approved enforcement frameworks.
Undertake over-dimensional load escorting and On-Road Enforcement (ORE) activities as required.
Conduct internal and external audits of heavy vehicles, operators, subcontractors, and transport documentation.
Monitor and assess compliance with Chain of Responsibility (CoR) across all parties influencing transport activities.
Maintain accurate compliance data, inspection records, and training documents.
Prepare structured compliance reports for senior leadership and regulatory committees.
Support regulatory audits.
Liaise with internal teams, regulatory bodies, law enforcement, and other government agencies involved in heavy vehicle safety (e.g., NHVR, VicRoads).
Engage collaboratively with engineers, Traffic Managers, Safety team, and subcontractors to maintain compliance standards.
What we are looking for;
Qualification:
- Formal qualification in transport compliance, vehicle engineering, automotive mechanical trade, logistics, or related discipline (preferred).
- Valid Australian motor vehicle driver’s licence.
- Accreditation or the ability to gain accreditation as a Licensed Vehicle Tester (LVT) is advantageous for vehicle standards roles.
Experience:
- Strong working knowledge of HVNL, Chain of Responsibility, and Victorian transport safety regulations.
- Experience conducting audits, compliance inspections, or safety assessments within the transport or logistics industry.
- Ability to interpret transport laws, technical standards, and vehicle regulatory design rules.
- Strong documentation, reporting, and digital record‑keeping capabilities.
- Competency using transport compliance systems, digital training tools, or safety management software.
