About the Role / Are you up for the challenge?

 

As a Construction Services Manager working on the Inland Rail Beveridge to Albury Tranche 2 Project you will be responsible for overseeing and managing critical delivery functions across site logistics, utilities, traffic and survey teams.

 

This role is pivotal in ensuring safe, efficient, and compliant execution of works across multiple sites, while fostering collaboration and driving performance excellence.

 

The role is primarily based out of our Docklands and Broadford offices. However, it will involve travel to various construction sites to oversee the logistics, utilities, traffic, and survey teams to ensure that project deliverables are achieved in a safe, timely, and cost-effective manner.

 

Project Description

 

Inland Rail is transforming how goods are moved around Australia, connecting Melbourne and Brisbane via regional Victoria, New South Wales and Queensland. This 1,700km fast freight backbone will complete our national freight network – better connecting producers to markets and creating new opportunities for regional businesses, industries and communities.

 

The Beveridge to Albury (B2A) project is the Victorian portion of the program undertaken along approximately 305 kms of existing northest rail corridor between Beveridge and Albury. B2A is staged in two tranches. Tranche 1 includes enhancement works across four sites and corridor wide works.

 

Tranche 2 works will be delivered by John Holland and includes adjustment of track alignments, the provision of new road overbridges and station modifications to enable the safe operation of double-stack freight trains across eight B2A project sites between Wandong and Benalla.

 

Responsibilities of the role include / What you will do;

 

  • Lead and Manage Delivery Teams – Oversee site running. logistics, utilities relocation, traffic management, and survey operations across B2A sites, ensuring alignment with project objectives and compliance with approved plans.
  • Safety and Quality Leadership – Champion John Holland’s safety-first culture, ensuring all works meet health, safety, environmental, and quality standards.
  • Program and Budget Control – Monitor progress against schedule and budget, identify risks, and implement corrective actions to achieve financial and delivery targets.
  • Stakeholder Engagement – Liaise with councils, authorities, and key stakeholders to secure permits and approvals for utilities and traffic works.
  • Team Development – Coach and mentor supervisors and subcontractors, fostering a high-performance culture and ensuring capability across disciplines.
  • Compliance and Reporting – Maintain accurate records of construction activities, including incident reports, compliance documentation, and progress updates.
  • Additional Duties:
    • Coordinate traffic staging plans and ensure compliance with TMPs.
    • Manage utilities interface with design and delivery teams to avoid clashes.
    • Oversee survey control establishment and verification for critical works.
    • Support procurement of subcontractors for utilities and traffic packages.
    • Drive innovation in work methods to minimize disruption and improve efficiency.
    • Ensure environmental controls are implemented for all site activities.
    • Manage site running resources and site logistics

 

To be successful in this key role, you must have / What we are looking for;

 

  • Degree in Civil Engineering, Construction Management, or related discipline.
  • Minimum 10 years’ experience in major infrastructure projects, preferably rail.
  • Proven leadership in managing utilities relocation, traffic management, and survey operations.
  • Accreditation in Traffic Management Implementation (TMI) or equivalent.
  • Knowledge of relevant codes, standards, and regulatory requirements.
  • White Card and current driver’s license.
  • Strong commercial acumen and contract administration experience.
  • Have experience in financial reporting and budgeting
  • Have exceptional written and verbal communication skills
  • Demonstrated leadership credentials and a ‘can do’ attitude
