About The Project:

 

We are currently seeking a Contracts Administrator for a Wastewater and Class A Recycled Water Treatment Plant project north of Craigieburn. The project is undergoing an Early Contractor Involvement (ECI) phase that involves the development of a reference design to approximately 50% maturity and submission of pricing to progress to the subsequent detailed design and construction (D&C) phase of the project. 

Your Role:

 

Assist in preparations and negotiate with sub-contractors and suppliers for the calling of quotations during the project ECI phase, ensuring efficient process management to enable early letting of contracts in the D&C contract. Provision of contract administration services to assist in the project’s control of contract costs and reporting, in addition to assist with compliance with the Head Contract and open book ECI requirements.

 

Key Responsibilities:

 

  • Participate in scope of works planning with the engineering team, ensuring that scope gaps are minimised, cost efficiencies are maximised and subcontractor capabilities are considered
  • Support drafting of scopes of works and tender packages with the project engineers to accompany requests for quotations issued to subcontractors for projects
  • Conduct initial investigations with subcontractors to clarify the organisation’s conditions relating to contracts for prospective projects
  • Manage and drive the review process to ensure the assessment of and award of all subcontractors within the required time frame and budget (including supporting estimators as required to meet project pricing timelines during the ECI)
  • Maintain a register of subcontractors
  • Operate and maintain commercial and contract systems including Project Costs Reporting (PCR), Aconex, Asset Registers, Commercial Pack database and Contract Sum.
  • Minimise all subcontractor variation claims and elimination of claims where possible
  • In delivery, ensure cost forecasting for allocated subcontracts and cost codes are accurately maintained and keep project management teams abreast of any costs issues immediately upon identification
  • Participate in identification and quantification of Head Contracts
  • Manage subcontractors to ensure that Code compliance is maintained at all times
  • Assess commercial and contractual risks involved in delivery and implementation of projects and identify and implement controls
  • Check compliance and prepare reporting on commercial performance of the contract
  • Process and recommend progress claims and invoices for work completed and refer disputed claims by subcontractors to the relevant manager for decision
  • Undertake general business administration
  • Perform all duties in accordance with John Holland policies, processes, systems and procedures

 

About You:

 

  • Degree in Construction Management, Engineering, Economics, Quantity Surveying, Law, Commerce or equivalent
  • Post graduate qualifications will be considered favourably e.g. graduate certificate, graduate diploma in Commerce, Accounting, Business, Construction, Property, Quantity Surveying, Law or other associated disciplines
  • Demonstrated ability to manage commercial negotiations with subcontractors
  • Relevant commercial administration experience in Accounting, Finance, Engineering, or associated disciplines
  • Intermediate to advanced proficiency in relevant software packages such as Microsoft Suite (including Excel) and exposure to a contract management system (CRM)
  • Knowledge and understanding of industry market conditions and movements.
  • 3-7 years’ experience working as a Contracts Administrator or Quantity Surveyor in the construction and engineering industry
  • Experience with a variety of project values and complexity (ideally water/wastewater treatment or industrial process projects).
  • Understanding of document control experience in accordance with records management procedures
  • Strong commercial acumen and awareness in areas of cost management and contract law
