About the Project
John Holland has been named as the preferred contractor to deliver the North-East Link, Hoddle St to Bourke Road package of works. The Momentum Alliance is made up of John Holland, Seymour Whyte and design
partners Mott MacDonald and Jacobs Group, in partnership with MRPV.
The scope of works includes upgrading six kilometres of the Freeway with new traffic lanes, bridge upgrades and urban noise walls, a dedicated busway (fully segregated from mainline traffic), and a new bridge
over the Yarra River.
The NEL Project involves the design and construction of the upgrade of the Eastern Freeway from Hoddle Street in the west to Burke Road in the east, including:
6km of brownfield freeway widening to accommodate additional traffic lanes in each direction
3km dedicated busway separated from mainline traffic
Significant structures including 600m of bridges, including a 180m architectural steel shared use path bridge of the Yarra River
Freeway-wide scope including ITS, retaining walls, stormwater drainage, noise walls, lighting and signage
Site location to be around Chandler Highway / Eastern Freeway interchange.
What you will do;
• Develop and implement planning strategies and audits / reviews for the project.
• Ensure project planning activities are conducted in accordance with NEL policies and procedures.
• Ensure monitoring and reporting of Project Controls processes are successfully set-up and implemented on projects.
• Provide effective, efficient and professional planning resources and support to the project including implementing standard processes and reports.
• Interface with project team, partners, clients, stakeholders, consultants, designers, vendors, subcontractors for management of the planning function in accordance with established procedures.
• Proactively lead a planning and controls culture across the project based on best practice and with a focus on risk management, cost control and SQE.
• Early identification and communication of issues and opportunities to the Projects team.
• Provide training and provide guidance to subordinates and colleagues in the use of planning and programming systems, project monitoring & controls and the interpretation of data and information generated.
• Supervise staff undertaking planning and controls activities, exercising functional control over all onsite staff with planning / scheduling responsibilities, including performance through subcontractors.
• Compile and collate reference and benchmarking data future planning purposes in accordance with the NEL Basis of Schedule.
• Implement project monitoring systems, particularly focussing on time, cost, resources & quality (project controls & earned value). Ensure that planning & controls reports generated across project(s) provide maximum cost and time forecasting certainty for project.
• Lead Project & Functional Managers in report interpretation, analysis of project performance, forward planning and development of corrective actions to maximise project delivery outcomes.
• Perform all duties in accordance with NEL policies, processes, systems, reporting and procedures.
What we are looking for;
Qualifications:
Tertiary degree, preferably in one of the following disciplines - Engineering, Construction, Building, Sciences, Architecture or Project Management, or equivalent experience
Experience:
- Demonstrated major projects experience in construction, Engineering, Planning and Project Controls.
- Use of planning software & tools such as Primavera Project Planning, Time Chainage Charts, Program Forensic Analysis, Earned Value and Cash Flow Analysis.
- Experience in the planning process and the use of risk management on tenders and projects.
- Experience in implementing a planning process, and a system of audits and reviews.
- Ability to contribute to the development and revising strategic direction for projects.
- Ability to use software such as 4D Modelling, BIM & other digital engineering packages, Schedule Risk Analysis.
About the Role
The Planning Manager will lead the planning function on a major project, responsible for establishing and managing planning systems and processes across the full project lifecycle. This includes the development of detailed, integrated programs and schedules, and the ongoing monitoring and analysis of project performance to ensure delivery of high-quality outcomes on time and within budget, in alignment with NEL’s procedures and project objectives.
In addition to technical responsibilities, the Planning Manager will lead and manage a team of planning professionals, ensuring effective coordination, capability development, and performance management within the planning function.
