John Holland is proud to be a key delivery partner on the Cross Yarra Partnership (CYP), responsible for the Operations & Maintenance of the transformative Metro Tunnel Project.

About The Role

 

Working for John Holland, as part of the Cross Yarra Partnership (CYP) Asset Management Services team, the Senior Contracts Administrator assists the Senior Leadership Team in the management of commercial relationships with key stakeholders such as CYP D&C, Project Co, the Franchisee, DTP and MTPO. 

 

Assist with the management of commercial relationships with subcontractors engaged by CYP Maintenance.

 

Understand the contractual obligations and the PPP framework, and leverage that understanding to improve the position of CYP Maintenance.

 

Responsibilities of the role include:

 

  • ­Manage the creation of commercial correspondence, including supporting information between various parties for defect claims or other issues
  • ­Participate in scope of works planning, ensuring that scope gaps are minimised, cost efficiencies are maximised, and subcontractor capabilities are considered
  • ­Assist with the review and implementation of the Procurement Management Plan, ensuring compliance with corporate procurement procedures. 
  • ­Assist with Head Contract administration where required
  • ­Maintain a sound understanding of contractual obligations and ensure that correspondence and claims complies with these obligations
  • ­Maintain contact and good working relationships with a broad range of stakeholders both within the PPP and more broadly within John Holland and the market
  • ­Assist dispute resolution processes as required
  • Assess commercial and contractual risks, identify and implement appropriate controls and escalate actual or potential issues to Commercial Manager and/or Services Director
  • ­Provide commercial support for any self-performed works
  • ­Support contract managers with cost forecasting for allocated subcontracts and ensure cost issues are appropriately escalated upon identification
  • ­Effectively manage subcontracts through all phases, including scope preparation, procurement, cost forecasting, subcontractor management, claims/variations processing, completion and close out 
  • ­Operate and maintain commercial and contract systems 
  • ­Prepare reporting on commercial performance periodically and on an ad hoc basis as required
  • Perform all duties in accordance with John Holland policies, processes, systems and procedures

 

To be successful in this role we are looking for:

 

Qualifications

 

  • ­­Degree in Construction Management, Engineering, Economics, Quantity Surveying, Law, Commerce or equivalent
  • Post graduate qualifications e.g. graduate certificate, graduate diploma in Commerce, Accounting, Business, Construction, Property, Quantity Surveying, Law or other associated disciplines

 

Experience

 

  • ­Minimum 5 years’ experience as a Contracts Administrator or Quantity Surveyor in the construction and engineering industry
  • Experience in all stages of subcontract management, including scope preparation, procurement, cost forecasting, subcontractor management, claims/variations management, completion and close out
  • Site-based engineering or construction experience
  • Experience with a variety of project values and complexity, including large, technically complex works packages
  • Strong commercial acumen and awareness in areas of cost management and contract law
  • Knowledge and understanding of industry market conditions and movements
  • Demonstrated ability to manage commercial negotiations
  • Awareness and compliance with document control and records management procedures
