We are currently looking for an experienced Social Procurement Lead to join us, on a permanent basis with John Holland.

About the Role

Whilst you will be initially based on the North Western Program Alliance, this is a long-term career opportunity with John Holland.


As the Social Procurement Lead, you will plan, develop and manage the strategy to promote Social Procurement initiatives, as well as support the social procurement of goods and services across the Alliance.

Advocate and advise on sustainable social outcomes in the delivery of major infrastructure, working across multiple projects and building successful working relationships with industry stakeholders.

You will lead the end-to-end commercial management of subcontracts, both directly and indirectly in this space, as well as work effectively with internal and external stakeholders, and direct reports to deliver social procurement outcomes.

Responsibilities of the role include;

•    Develop and implement strategies and initiatives for increasing inclusion, diversity and social procurement of goods and services across the Alliance including alliance partners, ensuring alignment with existing government policies and strategies
•    Provide guidance on inclusion and social procurement initiatives for alliance partners, with a key focus on Indigenous employment and engagement
•    Monitor and report on initiative progress and outcomes, including recording, collating and analysing diversity and procurement statistics to inform focus areas.
•    Ensure that initiatives are delivered within appropriate timeframes, to best practice, on a commercially sound basis, in compliance with all regulations and to the satisfaction of key stakeholders and the community.
•    Assess commercial and contractual risks, identify and implement appropriate controls and escalate actual or potential issues to Commercial Manager and or Project Manager
•    Maintain contact and good working relationships with a broad range of subcontractors and a maintain good awareness of market conditions and movements 
•    Participate in scope of works planning, ensuring that scope gaps are minimised, cost efficiencies are maximised, and subcontractor capabilities are considered
•    Prepare procurement strategies, including breakdown into individual works packages, identification of potential subcontractors, procurement methods and timing
•    Provide management and leadership to other commercial roles, including direct reports if applicable
•    Effectively manage subcontracts through all phases, including scope preparation, procurement, cost forecasting, subcontractor management, claims/variations processing, completion and close out 
•    Operate and maintain commercial and contract systems including Project Costs Reporting (PCR), Asset Registers, Commercial pack and Contract Sum
•    Prepare reporting on commercial performance periodically and on an ad hoc basis as required
•    Perform all duties in accordance with John Holland policies, processes, systems and procedures


To be successful in this role, you will have;

•    Degree in Construction Management, Engineering, Economics, Quantity Surveying, Law, Commerce or equivalent 
•    Post graduate qualifications e.g. graduate certificate, graduate diploma in Commerce, Accounting, Business, Construction, Property, Quantity Surveying, Law or other associated disciplines
•    Strong understanding and experience of social procurement practice and benefits to provide advice to internal and external partners.
•    Strong experience and expertise in inclusion and diversity programs and initiatives, to drive cultural change within industry.
•    Strong experience with the development and delivery of Local Industry Development Plans
•    Experience in all stages of subcontract management, including scope preparation, procurement, cost forecasting, subcontractor management, claims/variations management, completion and close out
•    Experience with a variety of project values and complexity, including large, technically complex works packages
•    Strong commercial acumen and awareness in areas of cost management and contract law
•    Knowledge and understanding of industry market conditions and movements
•    Demonstrated ability to manage commercial negotiations
•    Awareness and compliance with document control and records management procedures
•    Reporting requirements associated with Industry Capability and Inclusion
•    You need to be able to meet any requirements which are necessary to safely perform your role (e.g. receiving a COVID-19 vaccination pursuant to a relevant health order or by clients, or as otherwise required)
