About the role

 

Lead and manage the cost planning, estimating function for Southern Region (VIC/SA/TAS) & WA providing strategic leadership beyond the region and Cost Planning functions through the implementation and management of the National Digital Enhancement strategy for the Cost Planning Group, oversee and drive the strategic market relationships and National Cost Planning Strategies for the forward National Building pipeline. 

Responsibilities of the role include/ What you will do;

 

  • ­Oversee the regional cost planning, procurement and estimating (CP&E) operations for the Building Business in the Southern Region & WA.
  • ­Lead the National Cost Planning Digital Enhancement strategy for the National Cost Planning Group, working with the Corporate TEK & Chief Estimator to implement new ways of work through the adoption of digital 3D/4D tools and AI.
  • ­Lead training, skilling and knowledge transfer across the regions and business
  • ­Monitor performance of the Southern Region/WA and National group in relation to digital transformation adoption to ensure high standards of technical performance in the group’s functions.
  • ­Review Southern Region & WA and approve cost plan strategies, procurement plans cost plans and estimates including all qualifications and clarifications to the client at each stage of the project life cycle.
  • ­Oversee feasibility / budget cost plans to assist in new business project identification and early contractor involvement works to ensure enhancement of the John Holland position.
  • ­Oversee the profit enhancement strategies for the Southern and WA Regions for the Pre-Contracts and live projects ensuring approved targets are being met.
  • ­Identify, develop & maintain Southern Region & WA market relationships with Subcontractors and Key Suppliers with a focus on the strategic opportunities through long term partnerships to enhance the John Holland market position and financial enhancement opportunities that strategic relationships present. Where possible extend these strategic relationships nationally to the other BU’s. 
  • ­Develop, maintain and oversee the Southern Region & WA Project SWOT Analysis tracking market positions of competitors and utilising this information to strategically inform the region in relation to market positions, pipeline guidance and potential emerging markets for the John Holland Group.
  • ­Provide strategic leadership and management nationally to the procurement strategies for work winning, with specific attention given to the exposure and risk factors associated with subcontractor insolvency. Provide strategic guidance to the regions on alternate strategic partnerships that are available ensuring enhancement of the John Holland Market position.
  • Lead in the development and maintenance of cost planning benchmarking for all key business sectors. 
  • Oversee the administration of major subcontract contract negotiations for the pre contracts and delivery teams providing strategic procurement whilst updating and maintaining a national database of subcontractors, suppliers and associated rates.
  • ­Provide Strategic Guidance in the Public-Private Partnership Procurement Model in relation to Alliance Contracting and Cashflow Techniques

To be successful in this key role, you must have/ What we are looking for;

 

Qualifications:   

 

  • Degree in Engineering, Science, Building Construction or equivalent degree.
  • Diploma or Masters of Project Management in Engineering Science, Building, Construction or equivalent
  • ­Master’s Degree in Engineering or equivalent

Experience:

 

  • Demonstrated experience of estimating and management in Tier1/2 Building contractor. 
  • Management of multidisciplinary projects and project teams
  • Contemporary practices in design and construction methodology         
  • Contractual, legal, commercial, industrial relations and legislative compliance management       
  • Advanced financial management including cost reduction and meeting budgets        
  • Quantitative and qualitative safety, environment and quality risk management
  • Demonstrated Strategic Leadership beyond the cost planning role to enhance business functions
  • Excellent client relationship and stakeholder management both internally and externally­        
  • Experience in Construct Only, Design & Construct, Managing Contract, Alliance, joint Ventures, Alliances & PPP Contracts types and demonstrates strategic relationship, thinking and operating models to enhance business outcomes.
