About North Western Program Alliance

 

North Western Program Alliance (NWPA) consists of four Alliance Partners - John Holland, KBR, MTM, V/Line and the client (LXRP), working together as one team to achieve shared goals. 

 

Since 2017, NWPA had had a proven track record with the successful delivery of eight level crossing removals (17 LX) and several premium stations, with three projects currently in delivery and two in development phase.

We are looking for an Technical Delivery Officer to join the NWPA team. 

 

About the Role

 

Working across all delivery sites on NWPA  –  We are seeking a highly-skilled and experienced Technical Delivery Officer  to join our team. 


This is a critical on-site role responsible for overseeing and ensuring the quality of construction aligns with design specifications, project requirements, and industry standards. You will play a pivotal role in maintaining the integrity of our construction processes by monitoring subcontractor performance, identifying non-conformances, and ensuring timely rectification. 


Reporting to Quality Manager, you will document and communicate any quality issues, ensuring seamless project delivery with a strong focus on compliance and excellence. 

Responsibilities of the role include / What you will do

 

•    Conducting on-site inspections and surveillance to ensure construction activities meet design specifications, quality standards, and project requirements.
•    Build effective relationships with the delivery team, client, quality team and subcontractors.
•    Monitoring subcontractors to ensure adherence to technical quality requirements and contractual obligations.
•    Identifying, documenting, and reporting non-conformances, and working with relevant stakeholders to ensure rectifications are completed effectively and on time.
•    Preparing comprehensive quality reports and distributing them to the respective Project Managers and Quality Manager where required.
•    Accompany Client Surveillance during onsite inspections, preliminary and final stakeholder handover walks.
•    Coordinating with the Delivery, Quality and Project Management teams to resolve quality-related issues.
•    Reviewing and verifying that materials, equipment, and workmanship conform to approved specifications.
•    Conducting regular audits of quality processes on-site.
•    Providing technical guidance and support to teams on-site to promote a culture of quality and continuous improvement.
•    Supporting the handover process, including quality documentation and ensuring all deliverables meet client expectations.

To be successful in this key role, we are looking for;

 

•    Demonstrated years of experience in construction with a proven track record of overseeing construction quality on large-scale projects.
•    Strong knowledge of construction methodologies, standards, and best practices, including Australian building codes and regulations – specifically VicRoads, Australian Standard, MTM, V/Line, VicTrack…
•    Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders.
•    Must have extensive experience of first-hand on-site quality inspections.
•    Experience in managing subcontractors and ensuring compliance with technical and contractual quality requirements.
•    Proficient in identifying and managing non-conformances.
•    Excellent computer literacy, report-writing skills with attention to detail and accuracy.
•    Proficient in using quality management systems and relevant software tools.
•    Demonstrated ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
•    A proactive mindset with a commitment to quality and continuous improvement.
•    Current driver’s license and the ability to travel to various project sites as required.
