About the Role / Are you up for the challenge?

 

As a utilities manager on the Inland Rail Beveridge to Albury Tranche 2 Project, your responsibilities will involve overseeing and managing all aspects of utility works. This includes planning, coordinating, and delivery of utility relocations, protection of existing services, and creating new connections to support the construction works.
You will be required to work closely with different utility service providers across the eight different sites from Wandong to Benalla to ensure works are delivered in accordance with the projects requirements. A critical part of the role will be the ability to work closely with other project stakeholders, such as engineers and design consultants, to ensure that utility deliverables are met and that the project progresses smoothly.
The role is primarily based out of our main office in Docklands. However, it also will involve travel to various construction sites to ensure that project deliverables are achieved in a safe, timely, and cost-effective manner.
 

Project Description

 

Inland Rail is transforming how goods are moved around Australia, connecting Melbourne and Brisbane via regional Victoria, New South Wales and Queensland. This 1,700km fast freight backbone will complete our national freight network – better connecting producers to markets and creating new opportunities for regional businesses, industries and communities. 
The Beveridge to Albury (B2A) project is the Victorian portion of the program undertaken along approximately 305 kms of existing northeast rail corridor between Beveridge and Albury. B2A is staged in two tranches. Tranche 1 includes enhancement works across four sites and corridor wide works. 
Tranche 2 works will be delivered by John Holland and includes adjustment of track alignments, the provision of new road overbridges and station modifications to enable the safe operation of double-stack freight trains across eight B2A project sites between Wandong and Benalla. 
 

Responsibilities of the role include / What you will do;

 

Overall responsibility for the role on this high-profile major project include:

  • Provide technical advice and input across the project in relation to utilities and services
  • Ensure stakeholders are actively engaged throughout; partner with and coordinate the input of SMEs, designers, delivery partners, vendors and sub-contractors
  • Proactively plan, manage and deliver effective reviews in accordance with approval requirements
  • Assess commercial and contractual risks, identify and implement appropriate controls and escalate actual or potential issues to Commercial Manager and or Delivery Manager
  • Effectively manage allocated subcontract packages through all phases, including scope preparation, procurement, cost forecasting, subcontractor management, claims/variations processing, completion and close out
  • Manage on-site engineering functions through subordinates, which may include Project Engineers, and/or Cost/Planning Engineers
  • Obtain relevant design parameter information for incorporation into detailed designs and construction specifications
  • Monitor quality and quantities of incoming equipment and material, check work drawings, construction and specifications against site plans and conditions and arrange corrections or modifications where necessary
  • Coordinate the activities of an engineering team, programme workloads and provide technical and administrative guidance to the engineering staff to ensure aims and objectives are effectively and economically achieved
  • Ensure that project engineering completion is on time and within budget. Record completed work, costs incurred, materials used and retain progress drawings
  • Liaise with clients, consultants, subcontractors, suppliers and planning authorities to ensure satisfactory completion construction work
  • Perform all duties in accordance with John Holland policies, processes, systems, reporting and procedures

 

To be successful in this key role, you must have / What we are looking for;

 

  • Tertiary qualification in Engineering, Sciences, Project Management or Construction Management
  • Focused and strategic approach to all short- and long-term deliverables
  • Strong ability to communicate with, and provide confidence to Project Management Team
  • Contractual, legal, commercial and legislative compliance and regulatory frameworks, systems and key risks
  • Strong organisational and internal / external stakeholder management skills
  • Extensive Utilities Project Management experience within the relevant industry for electricity, water, gas, sewer and telecommunication utilities is essential
  • Demonstrated experience working on large-scale, D&C projects in a Utilities Project Management position within the relevant industry
