About North Western Program Alliance

North Western Program Alliance (NWPA) consists of three Alliance partners – John Holland, KBR, MTM, V/Line and the client (LXRP), working together as one team to achieve shared goals.


Since 2017, NWPA has had a proven track record with the successful delivery of eight level crossing removal projects (13 LX) and several premium stations, with two projects currently in delivery (4 LX) and three in development phase.

We are looking for a Senior Environmental Advisor - Development to join us. 

Responsibilities of the role include/What you will do;

  • Coordinate the implications of land/planning approvals on environmental management into tender.
  • Work with the client interface and land/planning teams to advise on beneficial delivery outcomes for planning approvals.
  • Build strong internal and external stakeholder relationships through proactive and professional communication to keep key personnel informed.
  • Read and understand plans and drawings, including design documentation, and provide constructive review of pre-tender designs for better environmental and construction delivery outcomes.
  • Work with engineers to ensure design and construction strategy meets requirements of environment and planning approvals. 
  • Feed design and construction information back into both approvals and environment management cost estimates.
  • Procure and coordinate site investigations to an allocated budget. This may include multiple work crews and subcontractors, with the goal of obtaining information for due diligence and pre-tender outcomes.
  • Provide and take leadership responsibility in managing threats to the environment during site investigations.

To be successful in this key role, we are looking for;

  • Tertiary qualifications in Environment or a related discipline.
  • 5 years construction environmental advisory or management experience.
  • Technical competency and understanding of Environment and Planning scopes.
  • Skill in review of design documents, ability to understand drawings, provide constructability review and implement final design plans.
  • People and Performance Management of subcontractors, suppliers and direct labour.
