We undertake projects across Australia in urban, regional and remote environments; delivering complex multi-discipline rail projects and specialist projects covering operations, construction, maintenance and renewals of track, signalling, overhead line, stations, structures, electrical, utilities and tunnelling in both live operational environments and non-operational sites.  John Holland are a leader in international and domestic rail D&C and O&M sectors.

Due to ongoing growth of our operations, we are looking to engage an experienced HSE/Rail Safety Manager to join our industry leading Rail team in East Coast (NSW/ACT/QLD) based in Sydney.  This is a highly impactful role where you will be able to develop and influence safe project delivery across NSW, ACT and QLD. 

Reporting directly to the Group Manager HSEQ & Rail Safety Accreditation , your role is to further develop and maintain the implementation of the regional safety systems and strategies,  providing operational direction, tools and solutions to support the ongoing development of our safe working culture and to ensure adherence to all regulatory, legal and company obligations.

A key element of the role will be providing an extensive understanding of Rail Safety Accreditation from both a construction and operations and maintenance perspective, ensuring John Holland maintain the competence and capacity to manage safety risks associated with our rail construction and operations, implementing appropriate safety management plans and tools to ensure compliant, safe working is paramount in all our activities. The role will also involve providing support to pre-contract teams in the tendering phase for rail prospects.

You will provide technical direction and support the regional leadership team, leading and managing the implementation of related strategies, systems and initiatives (including rehabilitation and return to work) across the region, driving improvement and reporting progress, leading and mentoring your safety team embedded in projects.

Develop and implement Work Health and Safety & Rail Safety education, as well as compliance and improvement programs for employees, clients, contractors and visitors, collaborating with the broader JH team to ensure the consistency and continuous improvement of safety management systems, culture and practices across the company.

Oversee and govern the accuracy and quality of investigations for all Class 1 & 2 incidents, including actions to prevent future occurrences

Ensure comprehensive records are maintained, manage company and statutory HSEQS reporting requirements, and provide analysis to drive focus and continuous improvement whilst maintaining up-to-date knowledge of all relevant legal, regulatory and company requirements ensuring management and staff are informed of any relevant changes and their impacts

Perform all duties in accordance with the ‘John Holland Way’, policies, processes, systems and procedures.  Travel across NSW, QLD and ACT will be expected within this role.


To succeed in this key role, it is expected you will have:

Bachelor of Engineering, Construction Management, Science, Safety or equivalent and preferably post-graduate qualifications with 10 years + experience in relevant $100m+ Construction/Rail/Heavy Industry project delivery roles and/or operational leadership supporting and be a qualified Safety Lead auditor.  Experience with Rail Safety Accreditation and ONRSR is essential.

Demonstrable people and cultural leadership and development and be able to influence all levels of stakeholders & implement change, fostering a dynamic, high performing team with a proven ability to influence active, engaged stakeholders both internally and externally (public and private sector exposure preferred). 

Champion innovative working practices, promoting continuous improvement and contemporary practices in design and construction methodology, being able to correctly challenge the status quo, preferably with the Rail infrastructure industry.

Be disciplined and focussed, with a natural affinity for accuracy, analysis and good records management.   Skills in monitoring, reviewing, investigative review techniques, reporting and continuous improvement on performance, compliance and defects and/or non-conformance.
