The Project:

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.

 

The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.

 

The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031.  The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role:

The Engagement Manager, Key Programs is a senior leadership role within the T2D Alliance Communications and Stakeholder Engagement team, reporting to the Deputy Director, Stakeholder Engagement. The role will be responsible for developing, coordinating and embedding stakeholder engagement strategies, programs and processes that apply across the entire T2D Project alignment.

 

This position will provide strategic oversight and subject-matter expertise to support site-based engagement teams to effectively mitigate construction impacts, including respite and relocation programs, property assessments and adjustments and tunnelling engagement. The role will also be accountable for Aboriginal engagement, local government liaison, and business support initiatives.

Key Responsibilities:

  • Lead the development and implementation of project-wide engagement strategies, programs and procedures that address cross-precinct issues and high-impact activities
  • Oversee the design and delivery of stakeholder engagement frameworks that support consistency, transparency and efficiency across all T2D engagement teams
  • Provide expert advice and direction to precinct engagement leads on complex or sensitive stakeholder matters, ensuring alignment with Alliance policies
  • Lead the development and implementation of the Alliance’s Aboriginal Engagement Strategy in partnership with the Aboriginal Engagement Lead and relevant cultural stakeholders
  • Oversee Council engagement across all affected local government areas, including coordination with elected members, senior executives and operational officers
  • Manage the T2D Project’s Business Support Program, including the design of initiatives to assist impacted businesses and coordination of communications during periods of high disruption

About You:

  • Tertiary Degree (Bachelor level) or certificate or relevant experience (disciplines relevant to function area, e.g. public relations, journalism, stakeholder management, marketing)
  • Minimum of 10 years’ experience in stakeholder engagement or communications within major infrastructure, government, or similarly complex environments
  • Demonstrated experience in developing and implementing large-scale engagement programs that span multiple disciplines and geographic areas
  • Strong understanding of the challenges and opportunities associated with delivering large-scale infrastructure projects in diverse communities
  • Demonstrated ability to work collaboratively with multiple stakeholders across complex organisational structures
  • Experience working with Aboriginal stakeholders and communities in culturally appropriate ways
