The Project:

 

The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.

The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.

The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031.  The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

The Role:

The Social Procurement Coordinator will play a key role in driving industry participation outcomes in line with the Tailored Industry Participation Plan (TIPP) for the T2D Project. The role will be responsible for building and maintaining strong relationships with subcontractors, actively engaging and influencing them to meet reporting and participation requirements, and ensuring timely and accurate submission of TIPP data. The Social Procurement Coordinator will also support in identifying participation opportunities, development and implementation of new initiatives and programs to increase engagement with South Australian businesses including Aboriginal businesses and social enterprises.

Responsibilities:

  • Build and maintain strong relationships with subcontractors, social enterprises, Indigenous businesses, and suppliers to drive industry participation outcomes aligned with the Tailored Industry Participation Plan (TIPP)
  • Actively engage, influence, and follow up with subcontractors to ensure timely, accurate, and compliant submission of TIPP reporting and progress claims
  • Assist in the development, design and implementation of initiatives and programs that increase participation by South Australian businesses, including Aboriginal businesses and social enterprises, in line with TIPP targets
  • Assist the collection, validation, analysis, and reporting of TIPP data, monitoring performance against targets, identifying gaps and opportunities, and escalating risks where required
  • Collaborate with internal stakeholders across Commercial, Community, Skills, and Legacy teams to leverage opportunities and ensure TIPP commitments are embedded in project delivery
  • Support the drive for continuous improvement by introducing innovative approaches to engagement, reporting, and work processes, while demonstrating behaviours aligned with Alliance values

About You:

  • Degree or post-secondary school training or TAFE certificate in Business Administration, Finance, Human Resources or other associated disciplines
  • Demonstrated experience in procurement, industry participation, community engagement, or a related field within large infrastructure or government projects
  • Strong relationship‑building skills with the ability to engage, influence, and collaborate effectively with subcontractors, suppliers, Aboriginal businesses, and social enterprises
  • Proven capability in data collection, validation, analysis, and reporting, with strong attention to detail and ability to monitor performance against targets
  • Excellent communication and stakeholder‑management skills, with the ability to work effectively across multidisciplinary teams
  • Strong understanding of social procurement, local industry participation, or diversity and inclusion frameworks will be highly regarded
