The Project
The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.
The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.
The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.

We are seeking an exceptional Training & Development Manager to lead workforce capability, compliance and talent development across the T2D project.
This role can influence project performance through people, capability and innovation. You will lead a dedicated training team, partner with senior leaders, and develop workforce strategies that ensure our people are skilled, compliant, engaged and ready to deliver. Beyond the road and tunnel, this role is key to assisting in leaving a legacy beyond the project.
As a Senior Leader, you will drive initiatives spanning professional development, technical training, competency assurance, apprenticeships, traineeships, workforce readiness and talent retention. You will also play a critical role in ensuring mobilisation compliance and the verification of qualifications, licences, VOCs and other workforce requirements.
What You'll Be Responsible For
- Leading the project's learning, workforce capability and compliance strategy
- Managing and developing a high-performing Training and Development team.
- Ensuring training and competency systems meet legislative, contractual and operational requirements.
- Partnering with internal and external stakeholders to identify capability needs and deliver workforce solutions.
- Driving apprenticeship, traineeship and career development programs that strengthen future talent pipelines.
- Identifying and implementing innovative learning solutions, technologies and continuous improvement initiatives.
- Providing expert advice to senior leaders on workforce capability, competency and training risks.

You are a strategic thinker and strong people leader with a passion for building workforce capability.
You bring:
- Significant experience leading learning and development, training, competency assurance or workforce capability functions within a complex operational environment.
- Proven experience leading and developing high-performing teams.
- Strong knowledge of training compliance, mobilisation requirements, qualifications management and competency frameworks.
- Experience working with apprenticeships, traineeships and workforce development programs.
- Exceptional stakeholder engagement and influencing skills, with the ability to work effectively at all organisational levels.
- A track record of driving innovation, continuous improvement and measurable business outcomes.
