The Project
The consortium of John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia has been selected to build South Australia's biggest-ever road infrastructure project. In partnership with the South Australian Government, this consortium forms the Torrens to Darlington (T2D) Alliance.
The Torrens to Darlington (T2D) Alliance, will deliver the final 10.5km section of the North-South Corridor, forming a continuous 78 km, non-stop, traffic light-free motorway, and contributing to a long-lasting legacy for the community and people of Adelaide.
The T2D Project involves constructing two separate tunnels – the Southern Tunnels and the Northern Tunnels connected by an open motorway, with a combined total distance of 10.5km, open to traffic in 2031. The T2D project comprises the tunnels, surface works including road and bridge construction in addition to services buildings and complex mechanical and electrical infrastructure. The T2D Alliance is committed to providing opportunities for local people, Aboriginal workers, apprentices, trainees and job seekers who are long-term unemployed and offers people an incredible opportunity to be a part of an iconic project.
The Role
As HVNL Compliance Advisor, you will play a key role in supporting the T2D Project by ensuring heavy vehicle operations comply with Heavy Vehicle National Law (HVNL), Chain of Responsibility (CoR) obligations, and project requirements.
Working collaboratively with project teams, contractors, and transport providers, you will provide specialist advice, support compliance activities, and promote a strong safety culture across all heavy vehicle operations. This role will suit a proactive compliance professional who can build strong stakeholder relationships and apply legislative requirements in a practical construction environment.
Responsibilities
- Provide expert advice and guidance on HVNL, Chain of Responsibility (CoR), and heavy vehicle compliance requirements.
- Support the implementation and continuous improvement of HVNL compliance systems, processes, and procedures.
- Conduct audits, inspections, and compliance reviews to identify risks and improvement opportunities.
- Review transport activities, management plans, permits, and documentation to ensure legislative compliance.
- Support investigations into transport-related incidents, non-conformances, and corrective actions.
- Engage with subcontractors, suppliers, and internal stakeholders to promote compliance and safety standards.
- Develop and deliver HVNL and CoR awareness training and support project teams with compliance obligations.
- Monitor compliance performance, maintain reporting requirements, and provide updates to project leadership.
- Assist with the management of heavy vehicle risks including fatigue, mass, dimension, loading, and vehicle safety requirements.
About You
- Demonstrated experience in HVNL, Chain of Responsibility, transport compliance, or logistics compliance roles.
- Strong understanding of Heavy Vehicle National Law and relevant regulatory requirements.
- Experience working within construction, infrastructure, mining, transport, or logistics environments.
- Ability to interpret legislation and translate requirements into practical solutions.
- Strong communication and stakeholder engagement skills, with the ability to influence positive compliance behaviours.
- Experience conducting audits, inspections, investigations, and compliance reviews.
- Excellent organisational skills with strong attention to detail and reporting capability.
- Ability to work collaboratively across multiple teams and manage competing priorities in a fast-paced project environment.
- Current Australian Driver’s Licence.
